1st International Disaster MedicalRally: Together We Will Survive

Rationale

Once devastating disasters, regardless of whether natural or man-made, occur in its own territory, each country has a first and foremost responsibility to: save victims, reduce suffering, and minimize adverse consequences.  Victims seek for urgent medical attention immediately after the occurrence of disasters, and if local Emergency Medical Systems (EMS) are disabled by a disaster, it deals a double blow to an already suffering community.  Therefore, building and strengthening the capacity and resilience of disaster/emergency medicine to disasters and other emergency incidents are crucial in making a difference between life and death for many people during all kind of incidents.

 

In addition to the domestic response capability, there are needs to be a collective effort to tackle and manage these various emergencies. This means building and enhancing an effective and efficient disaster/emergency medicine preparedness and response systems through establishment of international and regional networks.

 

1st ASEAN Disaster Medical Rally: Together We Will Survive

 

The1st ASEAN Disaster Medical Rally: Together We Will Survive will be co-hosted and co-organised by the Ministry of Public Health, National Institute for Emergency Medicine and Chiang Rai Provincial Public Health Office on 23-25 June 2015 in Chiang Rai province, Thailand. The technical session will be held on 23 June 2015, following by the rally on 24 June and group presentation on 25 June 2015 respectively.

 

The Rally is the competition to develop the guideline how to work together as teamwork and stimulate also the development of knowledge and the ability of personnel in resuscitation network to become enthusiastic by frequently rehearsing and strengthening teamwork and the overall network. Moreover, it is to build capacity on the disaster medicine for international network continuously and sustainably.

 

This especially applies to the relationship between hospital teams, rescuers, the command centre and radio communications. They need to help each otherto be successful.

 

Objectives

1.      To enhance cooperation and build partnerships and collaborative network among the national and international organizations in particular the ASEAN member states 

2.      To develop knowledge of disaster preparedness and emergency response on Disaster/Emergency Medicine in order to build and strengthen the capacity

3.      To learn mutually more experience among emergency medical response teams from international teams

 

Disaster Medical Rally Competition

a.      The organizer has pleasure to invite 5 participants as a team: doctor, nurse, FR, EMS from each country to participate in the said rally.

b.      The other participants excluding the above mentioned will be invited to be observers on 24 June 2015.  (Please refer to the concept note as attached)

 

Qualification of Competitors for Disaster Medical Rally

Oversea Teamsconsist of 5 persons as the following

·         Doctor (at least 1 person per team)

·         Nurse

·         Paramedic

·         EMT 

 

Local teamsconsist of 5 persons as the following

·         Doctor (at least 1 person per team)

·         Nurse

·         EMT

·         FR

**The other participants excluding the above mentioned oversea and local teams will be invited to be observers.
