Regulations and Code of Ethics of the Executives and staffsof the National Institute for Emergency Medicine as of 2011

 

With respect to the National Constitution 2007, section 279, that established ethical standards in accordance with the code of ethics for government officials of various departments,

To realize the aim of the above-mentioned section of the National Constitution, with respect to the Emergency Act 2008, section 19 and 24, the Secretary-General of the National Institute for Emergency Medicine issue the following regulations:

Chapter 1: General Provision

1.    This regulation is called “Regulations and Code of Ethics of the Executives and staffs of the National Institute for Emergency Medicine 2011".

2.    This regulation shall take effect upon the issued date.

3.    In this regulation,

“Institution” means to the National Institute for Emergency Medicine;

“Secretary-General” means the Secretary-General of the National Institute for Emergency Medicine;

“Executive ” means the Secretary-General, deputy Secretary-General and the Directors;

“Operator”  means officers or employees of the National Institute for Emergency Medicine according to the Emergency Act 2008.

4.    The Secretary-General shall maintain the rules and regulations and has the power to diagnose the problem according to the regulations.

 

Chapter 2: Ethical Standards

Section 1: Main Values for Ethical Standards

 

5.    The executives and staffs of all positions shall follow the legal working procedures to preserve common interest and national interest. All shall remain politically neutral, provide services to the public in accordance with the principle of good governance and adhere to the following values:

a.    Believe in moral and ethics

b.    Have good conscience, honesty and responsibility

c.    Value national interest before self-interest and no conflict interest

d.    Take a firm stance on righteousness and justice

e.    Develop good and quick public service and public relations without discrimination

f.     Provide correct information to the public with no information distortion

g.    Aim for the success of the work and maintain the quality standard and transparency

h.    Believe in Constitutional Monarchy

i.     Believe in ethics for self, career and organization

 

Section 2: Institutional Culture

The institutional culture covers the followings: ALERTs

a.    A = Accountability

All executives and staffs shall have enthusiasm and work at their best for the interest of the organization.

b.    L = Learning Always

All executives and staffs shall always learn new work and information for self-improvement by taking attending workshops here shall be information-exchange among managers and employees and the related working units, and support the cooperation with the organizations concernedfor the betterment of the work and public service.

c.    E = Engagement

All executives and staffs shall have passion for their work and dutyand engage in teamwork for effective coordination system.

d.    R = Responsibility

All executives and staffs shall have full responsibility toward their own work, work with precision and deal with mistakes and problems immediately when they occur.

e.    T = Teamwork

All executives and staffs shall work in team and work toward the same direction, listen to one another’s opinion and respect the differences.

f.     S = Smart, Smile and Spiritual

All executives and staffs shall good human relations and spirituality with colleagues and the outsiders.

 

Chapter 3: Institutional Ethical Standards

6.    All executives and staffs shall ease and solve the difficulties of the public with fast service and aim to build effective relationship and understanding between the organization and the people.

 

7.    All executives and staffs shall have positive and creative viewpoint toward work effectiveness by aiming at the organizational interest and the public interest.

 

8.    All executives and staffs shall study the organizational laws, regulations, rules, announcement, commands and guide for their understanding and practice.

 

9.    All executives and staffs shall work with devotion and dedicate their intelligence for the success and effectiveness of their designated task for the national and public interest.

 

10.All executives and staffs shall keep the confidential subjects of the organization. The disclosure of the confidential subjects can be made only if permission from the Secretary-General has been given or follow legal procedures.

 

11.All executives and staffs shall work with integrity and honesty.

 

12.All executives and staffs shall build and maintain cooperation among colleagues and help each other.

 

13.All executives and staffs shall not hide information, andhave respect toward colleagues’ work and never to falsely claim other’s work as their own.

 

14.All executives and staffs shall never take advantage of others or gossip directly and indirectly the others.

 

15.All executives and staffs shall not threaten or sexually assault others, as of the Office of the Civil Service Commission law 2010, on the sexual harassment behavior.

 

16.All executives and staffs shall have justice and serve the public without discrimination.

 

17.All executives and staffs shall not defame themselves or the organization.

 

18.All executives and staffs shall not seek self-interest or make use of their status or working position for self-interest or in the interest of others whether the interests are assets properties or not. None shallseek self-interest or other interests including accepting gifts, through the use of one’s own fame or in the name of the organizationand resources, with the exception of receiving gifts for moral or traditional reasons

 

Chapter 3: Mechanism and Application of the Ethics Code

19.All executives and staffs shall behave ethically and stay put to the ethics code and rule of conduct, and strive to become public role models. The Secretary-General shall monitor the behavior of all employees and staffs according to the ethics code

 

20.In case there is complaint or violation of code of conduct from the operators, the Secretary-General shall consider and resolve the matters

 

         In case there is complaint or violation of code of conduct from the Secretary-General. The Emergency Medical Board shall consider this matter.

 

21.Following the act of code no. 20, the Secretary-General shall set up committee and appoint committee members of no less than 3 persons but not more than 5 persons, to conduct disciplinary investigation.

 

 

22.Following the act of code no. 21 and the disciplinary investigation process, and the results are:

a.    There is no occurrence of the violation of code of conduct, the process of the act of code no. 20 shall be terminated.

b.    There is violation of code of conduct, the committee members may assign penalties as of the act of code no. 20.

 

23.The process of disciplinary procedure and investigation as of the act of code no. 20, 21 and 22, the approach and methods of investigation shall follow the investigative regulations of the Office of the Civil Service Commission.

 

24.The findings of the investigation and the decision made by the members of the committee as of act of code no. 22 is considered final unless further findings of the facts can alter the decision making at a later stage.

Chapter 4: Penalty Procedures

25.Penalty procedures shall be carried out without delay when the final decision of the result of the investigative process of act of code no. 22 has been made.

 

26.Whether the violations of this regulation is to be considered as a severe act of violating the code of ethics or not, shall be investigated through the disciplinary procedures covering the issues of the behavior, intent and motive, status and working position, age, background and past behavior of the violator, the consequential damages and other damages are to be included in the process of consideration.

27.For violation of this regulation, in case it is NOT misconduct or misdemeanorof criminal case. It is considerable that the appropriate steps shall be followed in order to resolve or correct or admonishor consider together with the feat or order such person to have the self-improvement or development in case by case.
